The above article has been floating online, but the text actually originated on a news satire website call National Report. 

The site is known for it's false — intentionally, ridiculously false articles.

The site's disclaimer page clearly stipulates: "National Report is a news and political satire web publication, which may or may not use real names, often in semi-real or mostly fictitious ways. All news articles contained within National Report are fiction, and presumably fake news. Any resemblance to the truth is purely coincidental".

Also the title 'CA Legalizes Human-Animal Marriage' is under 'Current Hoaxes & Urban Legends' category. 

The National Report has tricked people in the past with satire articles including one claiming a fan committed suicide after singer Justin Bieber called her name.
